Matt Winters

Matthew Winters is the AI Education Specialist at the Utah State Board of Education—a position created in 2024 and unique across the nation. His role spans three domains: shaping state-level AI policy with the legislature and higher education, supporting districts and charter schools with AI integration, and serving as internal AI educator for the board’s 450 employees.

Before this position, Matt spent 2023 delivering nearly 6,000 hours of AI training to Utah teachers through the Utah Education Network. A former ELA teacher with a master’s degree in English Language and Literature, he brings a practitioner’s lens to every policy conversation. Under his leadership, Utah secured consortium pricing for vetted AI tools across every public school in the state and launched the first open-source repository of teacher-authored, AI-integrated lesson plans.
